কুমিল্লার বুড়িচং উপজেলার ৯টি ইউনিয়নের পাড়া-মহল্লায় শতাধিক পোল্ট্রি ফার্ম গড়ে ওঠায় মানুষের জীবন যাত্রা দুর্বিষহ হয়ে উঠেছে। বিশেষ করে ডিম উৎপাদন করা ফার্মগুলোতে দুর্গন্ধ ছড়ায় বেশি। আর এতে ফার্ম সংলগ্ন বাসাবাড়ির মানুষজন ভোগান্তিতে পড়েছে। জনবসতি এলাকার ৫০০ গজ দূরত্বে মুরগি ও ডিম উৎপাদন করার ফার্ম করার নিয়ম থাকলেও বুড়িচং উপজেলায় এসব নিয়ম-কানুন কেউ মানছেন না। স্কুল কলেজ মাদরাসা কিংবা জনবসতির পাশে এবং কোথাও কোথাও জনবসতির মধ্যেই গড়ে উঠেছে অসংখ্য পোলট্রি ফার্ম। যার বেশির ভাগেরই নেই পরিবেশ ছাড়পত্র ও প্রাণিসম্পদ অধিদফতরের রেজিস্ট্রেশন।
অনেক ডিম উৎপাদনকারী ফার্মের মালিকরা পরিবেশ দুর্গন্ধমুক্ত রাখতে মুরগির বিষ্ঠা থেকে গ্যাস উৎপাদনে বায়োগ্যাসের ব্যবস্থা করেছেন। কিছু মালিক আবার বায়োগ্যাসের মুখগুলো উন্মুক্ত রাখায় দুর্গন্ধ ছড়িয়ে পড়া ছাড়াও আশপাশে রোগজীবাণু ছড়িয়ে পড়ছে। তা ছাড়া বেশির ভাগ পোল্ট্রি পরিবেশবান্ধব না হওয়ায় পরিবেশ ও জনমানুষের ক্ষতি হচ্ছে।
সরেজমিনে উপজেলার মডেলপাড়া এলাকায় ঘুরে দেখা যায়, বাবুল হোসেন ও মাইনুদ্দিন নামে দুই ভাই বুড়িচং গ্রামের মডেলপাড়ায় জনবসতির মধ্যেই ডিম উৎপাদন পোলট্রি ফার্ম গড়ে তুলেছেন। দীর্ঘদিন ধরে তারা পরিবেশ ছাড়পত্র ছাড়াই ফার্মটি পরিচালনা করে আসছেন। এতে ফার্মের দুর্গন্ধে আশপাশে বসবাসরত সাধারণ মানুষ খুব দুর্ভোগ পোহাচ্ছেন। তা ছাড়া ফার্মের ৫০ গজের মধ্যে উপজেলার ঐতিহ্যবাহী শিক্ষা প্রতিষ্ঠান বুড়িচং মডেল একাডেমি অবস্থিত। যার ফলে এখানকার শিক্ষার্থীদের লেখাপড়ায়ও বিঘ্ন ঘটছে এবং আশেপাশের দুর্গন্ধে নানা সমস্যা হচ্ছে।
ফার্মের পার্শ্ববর্তী এক প্রতিবেশী হৃদয় বলেন, মুরগির বিষ্ঠার দুর্গন্ধে বসবাস করাই মুশকিল হয়ে গেছে। কিন্তু চাকরি জীবনের সব বায় করে মডেলপাড়ায় বাড়ি করেছি তাই বাধ্য হয়েই মানবেতর জীবনযাপন করছি। বাবুল ও মাইনুদ্দিন কারো কথাই কর্ণপাত করছে না। স্থানীয় প্রশাসনের কাছে কয়েকবার অভিযোগ করেও কোনো ফলাফল পাইনি। তাই এ বিষয়ে আর কিছু বলতে চাই না। পোলট্রি ফার্মের মালিক বাবুল হোসেন বলেন,
আমি যখন এখানে ফার্মটি স্থাপন করি তখন এখানে কোনো জনবসতি ছিল না। এখন যেহেতু ফার্মের চার দিকে জনবসতি গড়ে উঠেছে, তাই সুবিধা মতো সময় অন্য জায়গায় ফার্মটি সরিয়ে ফেলব। পরিবেশ ছাড়পত্রের বিষয়ে বলেন, পরিবেশ ছাড়পত্র নেইনি। তবে দুর্গন্ধ যেন না ছড়ায় সেজন্য বায়োগ্যাসের ব্যবস্থা করেছি। উপজেলা প্রাণিসম্পদ অধিদপ্তর বায়োগ্যাস করার জন্য অর্থনৈতিকভাবে সহযোগিতা করেছে। বুড়িচং উপজেলা স্যানিটারি ইন্সপেক্টর নাছিমা আক্তার বলেন, জনবসতির ৫০০ গজের মধ্যে পরিবেশ বিঘ্নতা সৃষ্টিকারী কোনো প্রতিষ্ঠান স্থাপন করার নিয়ম নেই। কেউ যদি এ ধরনের প্রতিষ্ঠান করে থাকে তাহলে উপজেলা নির্বাহী কর্মকর্তার কাছে অভিযোগ করার পরামর্শ দেন। তিনি বলেন, নির্বাহী কর্মকর্তার নির্দেশনা পেলে সরেজমিনে পরিদর্শন করে প্রয়োজনীয় ব্যবস্থা নেবো।
উপজেলা প্রাণিসম্পদ কর্মকর্তা বলেন, জনগণের বসবাসে বিঘ্ন ঘটবে এমন কোনো কাজ করা যাবে না। দুর্গন্ধ ছড়ায় কিংবা পরিবেশের ক্ষতিসাধন করে এমন প্রতিষ্ঠানগুলো জনবসতি থেকে দূরে স্থাপন করতে হবে। অভিযোগ পেলে প্রয়োজনীয় ব্যবস্থা নেয়া হবে।

People’s life has become miserable due to the establishment of hundreds of poultry farms in 9 union neighborhoods of Comilla’s Burichong Upazila. Especially the farms that produce eggs are more smelly. And the people of the houses adjacent to the farm have suffered. Although there is a rule to farm chickens and eggs at a distance of 500 yards from the inhabited area, no one follows these rules in Burichong Upazila. Numerous poultry farms have been established near schools, colleges, madrasas or settlements and in some places within settlements. Most of which do not have environmental clearance and registration with the Department of Livestock.
Many egg farm owners have set up biogas to produce gas from chicken droppings to keep the environment odor free. Some owners also keep the biogas vents open, not only causing foul odors, but also spreading pathogens around. Apart from that, most of the poultry is not environmentally friendly, causing damage to the environment and people.
It can be seen that two brothers named Babul Hossain and Mainuddin have set up an egg production poultry farm in Modelpara of Burichong village. For a long time they have been operating the firm without environmental clearance. In this, the common people living in the vicinity are suffering due to the smell of the farm. Apart from that, Burichong Model Academy, a traditional educational institution of the upazila, is located within 50 yards of the farm. As a result of which the education of the students here is also disturbed and there are many problems due to bad smell in the surroundings.
Hriday, a neighbor of the farm, said that it has become difficult to live with the stench of chicken droppings. But I have done everything in my working life and moved to Modelpara, so I am forced to live an inhumane life. Babul and Mainuddin are not listening to anyone. I complained to the local administration several times but did not get any result. So I don’t want to say anything more about it. Poultry farm owner Babul Hossain said,
When I set up the farm there was no settlement here. Now that the farm is populated around the farm, I will move the farm to another location as convenient. Regarding the environmental clearance, he said that there is no environmental clearance. But I have arranged biogas so that the stench does not spread. Upazila Animal Husbandry Department has provided financial support for making biogas. Burichong Upazila Sanitary Inspector Nachima Akhter said that there is no rule to set up any establishment that causes environmental disturbance within 500 yards of the settlement. If someone has done such an organization, he suggested to complain to the Upazila Nirbahi Officer. He said, after receiving the instructions of the executive officer, he will visit the site and take necessary measures.
Upazila Livestock Officer said, no work can be done that will disturb the living of the people. Establishments that emit bad odors or harm the environment should be located away from human settlements. Necessary action will be taken if complaints are received.
